Abstract
Dans la province de Lào Cai (Vietnam), les Hmong et les Yao doivent négocier avec les initiatives de développement social, culturel et économique de l’État vietnamien et avec sa politique de préservation culturelle sélective qui modèle et détermine les comportements qu’il juge acceptables pour les groupes ethniques. Une branche de la télévision vietnamienne (VTV5) a été spécialement fondée en 2002 pour soutenir les projets de développement nationaux. En collaboration avec celle-ci, le département provincial du Ministère du Sport, de la Culture et du Tourisme (MSCT) organise des projections dans les villages et produit du matériel audiovisuel exposant des individus représentant l’image du développement souhaité par l’État vietnamien. À l’intérieur de ce processus de politisation de la culture, cet article s’intéresse à la capacité d’agir (l’agencyou l’agencéité) des acteurs de ces organisations, qui varie selon la position qu’ils occupent dans une structure politique et médiatique marquée par la relation sociale et culturelle entre majoritaires et groupes ethniques.
