Ces prolégomènes s’intéressent au pouvoir politique interactif du Québec du Sud et du Québec du Nord, à l’intérieur d’un Québec dit total. L’auteur procède à partir de quatre constats : des changements mégarégionaux se sont récemment produits dans la péninsule; il n’y a pas de Québec sans le Nord; il n’y a pas de Québec sans une bonne compréhension entre Autochtones et non-Autochtones; la plupart des gens n’entretiennent pas de liens intimes avec la plus grande partie de leur territoire. La présente démarche s’inspirant de l’idéologie de la coexistence suggère des types de gouvernance ainsi qu’un projet panQuébec de territorialité.
