Abstract
Résumé Dans le champ social, l’évaluation est une préoccupation ancienne car elle est au cœur de toute pratique relationnelle et de prise en charge. Cependant, avec l’article 22 de la loi 2002-2 rénovant l’action sociale et médico-sociale, qui l’institutionnalise, tout l’enjeu tient dans la balance entre son apport en aide et en soutien d’un côté et la normalisation qu’elle implique de l’autre. Si l’évaluation devient un souci légitime pour les organisations complexes modernes, et notamment pour l’action sociale, elle ne peut se réduire à une question technique ni à un problème de politique institutionnelle et publique, et nécessite d’intégrer la question symbolique, du sens et des valeurs.
