Abstract
Os recursos naturais ganharam uma nova visão na teoria econômica ao estudar-se um mercado específico sua negociação. Estes recursos eram utilizados sem discriminação, já que são considerados Bens Públicos. A teoria neoclássica traz métodos para a valoração e a internalização de custos destes efeitos adversos decorrentes do uso indevido dos recursos naturais. No entanto, mensurar efeitos causados por agentes poluidores ainda não é uma tarefa fácil. Políticas públicas para o controle da poluição estão sendo desenvolvidas e muitas delas ainda não são totalmente eficazes, principalmente pela resistência por parte de alguns produtores em internalizarem os custos ambientais. Algumas empresas já perceberam que a mentalidade ambiental mudou perante a sociedade global e passaram a valer desta nova visão para realizar novas estratégias de marketing. Diante desta contextualização e considerando o fato da poluição atmosférica ser comprovada como causadora de doenças respiratórias, buscou-se calcular o quanto a sociedade da cidade do Rio Grande paga indiretamente pela poluição atmosférica. Para tanto, utilizou-se a metodologia do valor presente da produção futura e a mensuração custos das doenças respiratórias. Logo, são fornecidas alternativas, bem como políticas públicas que permitam regular ou reduzir os efeitos indiretos sofridos pelos habitantes locais.
