Abstract
Le rôle des grands cabinets de conseil en management dans la réforme de la politique sociale est relativement nouveau. Mais l'existence de ces cabinets en tant qu'acteurs transnationaux n'est pas nouvelle. Bien que leurs tentacules s'étendent désormais presque partout sur la planète, c'est principalement à l'échelle des anciennes colonies de peuplement de la Grande-Bretagne que les consultants sont le plus fortement présents et organisés. La croissance de leur participation dans la réforme de l'État-providence contribue peut-être à la convergence des pratiques et des idées. Mais cette convergence n'a elle non plus rien de nouveau. Elle concerne surtout des régimes libéraux qui étaient déjà semblables. Des régimes où le degré de démarchandisation, déjà faible, a été davantage affaibli.
