Les littoraux haïtiens abritent de nombreuses activités : la pêche, le cabotage, l’exploitation des mangroves. La crise économique conduit aussi des populations issues de l’intérieur de l’île à accaparer le littoral et ses potentialités. Tout ceci entraîne des déséquilibres au sein des écosystèmes sensibles comme auprès des populations traditionnellement littorales. La misère généralisée des individus et la pauvreté de l’État limitent les possibilités de gestion efficace. Les côtes du golfe de la Gonave sont dominées par Port-au-Prince, qui génère le plus de flux et de conflits d’usage. La côte des Arcadins est en attente de la reprise du tourisme et, enfin, l’ouest du Canal du Sud s’enferme dans le déclin et l’isolement.
