If all the governments of developed countries try to control the migratory flows, which implies a deep knowledge, an anticipation of the needs and the establish- ment of objectives criteria, some countries have prepared originals politics, so much in Europe as in North America. The intention of the present article is precisely to present politics prepared and later applied: 1) Canada, which prefers to choose individually the immigrants according to his competences and his capacity of integration in the society of reception across a system for points, 2) certain Mediterranean countries as Spain and Italy, that, after applying a politics of annual contingents according to the economic needs for every sector and region, have proceeded to massive regularizations of immi- grants in the last years, and 3) Switzerland, which has tried to contain the foreign immi- gration from the 1970's with a politics of quotas to support a balance between the Swiss and immigrant populations.
