Abstract
以公民为本位的服务型政府在行政理念、行为方式、组织结构和决策模式四方面呈现出不同于管制型政府的特征。这些特征是：行政理念是服务而不是管制；行为方式将更加公开和透明；组织结构是一个体现自治、合作、精简和便民等原则的弹性结构；决策模式则是在公民广泛参与的基础上由政府与公民和社会通过对话、协商共同决策的过程。
