Airport Policy in Canada: Limitations of the Not-for-Profit Governance Model

Abstract
This paper examines the development of the policy toward the operation and financing of the Canadian airports. It reviews the development of the policy, comments on the financing paradox in the governance model and points out that this paradox requires the absence of any price regulation. The paper concludes that the not-for-profit governance model has achieved its objectives of increased investment (and decreased congestion), but that the model is paradoxical, in that the only way it can achieve the government’s policy objectives is by generating significant annual net surpluses of revenue over expenses. That requires removal of pricing controls, which in turn has led to accountability and overpricing concerns. Proposed legislation adopts a detailed, almost intrusive approach to corporate governance and transparency that avoids dealing with the fundamental paradox of the governance model.
