Abstract
La crise des finances publiques et, plus généralement, celle du modèle de régulation qu'avait institué l'État providence suscitent d'importantes transformations des politiques sociales. Les nouvelles politiques gestionnaires s'adressent désormais à un « citoyen responsable » dont on attend qu'il participe à sa propre insertion sociale. Par ailleurs, c'est autour de ce même idéal de participation que s'articule toute une critique de la gestion technocratique de la société et du sort réservé aux démunis. La convergence de ces appels en faveur d'une nouvelle citoyenneté engendre ainsi la paradoxale superposition du discours d'austérité et du discours d'autonomie. Nous analysons ici le projet de réforme de la sécurité du revenu du Québec, qui constitue une illustration des usages multiples et ambigus de la notion de citoyenneté.
