L’OCDE a procédé en 2006 à une réévaluation de sa Stratégie pour l’emploi élaborée en 1994. Si les recommandations sont restées inchangées pour l’essentiel, les résultats empiriques obtenus ont ouvert de nouvelles perspectives. L’article les présente en sept points : étendre les mesures d’activation visant les demandeurs d’emploi aux inactifs ; encourager l’emploi des catégories sous-représentées ; s’attaquer à la problématique de l’emploi/flexibilité en recourant à différentes formules ; stimuler la concurrence sur les marchés de produits pour créer des emplois ; encourager la formation tout au long de la vie ; développer une politique macroéconomique, en interaction avec les réformes structurelles. L’article rappelle qu’il n’y a pas de voie royale et unique pour améliorer les performances du marché du travail. Ces différentes recommandations seront prochainement réajustées pour faire face à la récession économique actuelle.
