Abstract
This study explored the efficiency of the welfare living facilities for the aged people provided by the local governments in South Korea. We analyzed relative efficiency by administration-system. Firstly, the relative efficiency of the welfare living facilities for the aged people provided by 234 local governments was measured and evaluated. Quantitative evaluation tools used were Data Envelopment Analysis(DEA), AP Analysis, and Tier Analysis. Several local governments were selected as best models. Then, their efficiency scores were ranked, and they became benchmarking units. The subjects of this study were the data from 234 local governments during the years between 2002 and 2004. From the quantitative evaluation, we found that less than a quarter of local governments possessed efficient welfare living facilities for the aged people.
