Alors que l’essor de l’industrie minière au Canada s’appuie sur des régimes légaux considérés par plusieurs comme exemplaires, plusieurs pays d’Afrique ont connu, depuis les années 1980, différentes vagues de réformes visant à faire du secteur minier un moteur de développement. Ces réformes, parrainées par les institutions financières multilatérales, se sont traduites par des résultats souvent mitigés. À partir d’une perspective ancrée dans certains courants de l’économie politique internationale, cet article interroge les relations d’influence qui caractérisent la définition et l’opérationnalisation des régimes miniers, au Canada comme en Afrique. Tout en tenant compte des spécificités propres à chaque contexte, certaines similitudes peuvent être notées dans les expériences de réforme de ces deux régions, notamment quant à leur impact sur les capacités de régulation de l’État à cet égard. Les auteures suggèrent qu’à terme, les déséquilibres constatés dans les rapports de pouvoir entre acteurs concernés présentent le risque de donner lieu à des problèmes de légitimité pour les activités des investisseurs miniers eux-mêmes.
