Abstract
Space weather researchers were crestfallen in 1998 when a powerful legislator blocked a long-planned upper atmospheric radar facility in Canada's Arctic region. Senator Ted Stevens (R-AK), chair of the Senate Appropriations Committee, wanted the facility—called the Polar Cap Observatory (PCO)—built on U.S. soil, preferably in his home state of Alaska (Science, 8 May 1998, p. 820). But the National Science Foundation (NSF), which had requested $25 million for the project, insisted the best place to put it was a desolate Canadian site only 700 kilometers from the magnetic north pole, an area of intense interaction between the solar wind and Earth's ionosphere.
