Villa el Salvador nace en una coyuntura particular, con la invasion, en 1970-71, de un espacio desertico ubicado a unos 30 kilometros del centro de la ciudad de Lima, por unas 600 familias en busqueda de terrenos libres donde construir sus casas. El gobierno central reformista, recientemente llegado al poder, aprovecho esta ocasion para introducir una politica de planeamiento urbano que le daba prioridad a lo que se denominaria desde entonces los “pueblos jovenes” fomentando la participacion de la poblacion en el desarrollo urbano.
