L’ancien royaume de Murcie occupe le centre de l’Espagne aride. Les activités agraires y reposent essentiellement sur l’irrigation, dont les infrastructures se développent depuis la reprise du xvie siècle. Plutôt que les modalités physiques selon lesquelles s’opère la répartition des ressources hydriques, ce texte examine le cadre juridique, politique et social du partage de l’eau ainsi que son évolution. Hors des vallées des principales rivières la propriété de l’eau est en général séparée de celle de la terre, bien qu’il existe des formules intermédiaires. Or, au cours de l’époque moderne on constate une concentration des droits hydrauliques encore plus marquée que celle de la propriété foncière. Les autorités politiques locales voient restreindre leur pouvoir de décision face aux associations d’irrigants et aux lobbies des « maîtres » de l’eau. L’atomisation de la gestion des ressources freine le passage à la grande hydraulique qu’exige la poursuite des progrès agricoles.
