Forest Management and Environmental Values: Ontario's Old Growth Pinelands

Abstract
Conflict over old growth pinelands and, more generally, over the place of non-timber values in Ontario's timber management processes has been controversial for many years. This article describes the evolution of that conflict and the traditional manner in which old growth and environmental values were addressed on a discretionary basis through policies and guidelines during the era of the Crown Timber Act. In the aftermath of several major policy inquiries and an extensive Environmental Assessment Board hearing on timber management, new Ontario legislation, the Crown Forest Sustainability Act, was introduced. A companion essay (Sustaining Old Growth Pinelands in Ontario: Pathways to Reform, available on the SSRN http://ssrn.com/abstract=2287477), describes recent approaches, including measures under the Crown Forest Sustainability Act, to increase accountability for discretionary decision-making involving old growth and environmental values.
