Desde los años 80 diversos proyectos de exportación de agua en grandes cantidades han sido concebidos tanto en Estados Unidos como en Canadá dada la abundancia del agua en la región de los Grandes Lagos de Norteamérica y las frecuentes declaraciones de estados de sequías intensas en el suroeste americano. Desde que se firmó el Tratado de libre comercio de Norteamérica, se plantea que el agua fue incluida como cualquier otra mercancía y el temor de los gobiernos de perder el control del recurso aumentó considerablemente. Por estas razones, los Estados americanos y las provincias canadienses ribereñas de los Grandes Lagos de Norteamérica y del río San Lorenzo se han dotado de un marco jurídico transnacional con el fin de proteger estas reservas mundiales de agua de los proyectos de exportación en grandes cantidades.
