Abstract
Cet article montre comment des conceptions, des notions, des vocabulaires nouveaux ou renouvelés, forts de la légitimité qu'ils acquièrent en circulant dans les milieux dirigeants des organisations transnationales ou internationales, se heurtent aux réalités nationales dans lesquelles ils sont transposés. L'étude du cas de l'importation par le gouvernement fédéral canadien de l'idée de cohésion sociale met en évidence la façon dont cette notion a dû être domestiquée et dont sa signification a dû être ajustée à la situation spécifique du Canada et à sa pluralité culturelle pour que son usage produise des effets.
