Abstract
Ce texte présente des réflexions sur la gestion, l’éthique et la modernisation recueillies auprès de trois femmes qui ont été sous-ministres dans la fonction publique québécoise au cours de la période 1992-2002. Leurs propos révèlent leur ouverture à l’égard d’un mode de gestion renouvelé, plus communicatif et plus respectueux du personnel que le mode classique, plus autoritaire. Ce style de gestion est marqué par la cohérence entre le discours, les valeurs et l’action, ainsi que par la confiance dans la réforme, et notamment, dans les avantages apportés par le virage vers le service aux citoyens et aux citoyennes.
