La société québécoise est aujourd'hui appelée à définir la place que doit prendre l'exploitation pétrolière dans le paysage économique du Québec. En parallèle, le modèle norvégien, avec son secteur pétrolier offshore et son interventionnisme étatique, est parfois cité en exemple d'une approche responsable à l'exploitation des hydrocarbures. En tenant pour acquis que les bassins pétroliers de l'île d'Anticosti, d'Old Harry et de la Gaspésie renferment des réserves exploitables en quantité suffisante, des questions se posent quant aux retombées et aux impacts d'un éventuel secteur pétrolier. Ce mémoire propose un modèle fondé sur l'approche par dynamique des systèmes afin d'évaluer le nombre d'emplois susceptibles d'être créés et les émissions de gaz à effet de serre (GES) qui pourraient résulter de l'exploitation pétrolière, si le Québec adoptait le modèle norvégien. Le modèle indique qu'un éventuel secteur pétrolier serait susceptible de générer des retombées significatives en termes d'emplois directs et indirects, mais alourdirait également le bilan d'émissions de GES du Québec. Au plan de la modélisation, certaines limites de l'extrapolation de la situation norvégienne au contexte québécois sont mises au jour. Enfin, déterminer si l'exploitation pétrolière peut ou non aller de pair avec la lutte aux changements climatiques demeure une question normative qui nécessite de porter un jugement sur la priorité accordée à la lutte aux changements climatiques face à l'objectif de développement économique. \n______________________________________________________________________________ \nMOTS-CLÉS DE L’AUTEUR : exploitation pétrolière, retombées économiques, gaz à effet de serre, Norvège, Québec
