ABSTRAK SI Krisis ekonomi meruupakan masalah utama bagi Indonesia dan kawasan Asia, dimulai sejak bulan Juni 1997 dengan merosotnya nilai tukar rupiah terhadap Dollar Amerika Serikat), dimana puncaknya pada akhir bulan Juni 1998 Kurs Rupiah terhadap 1 US $ Amerika Serikat mencapai sebesar Rp. 14.900,- yang akhirnya menjadi penyebab awal krisis ekonomi di Indonesia. Dampak dari kejadian ini mengakibatkan kinerja intermediasi perbankan di Indonesia praktis terhenti, permodalan perbankan menurun tajam bahkan mencapai negatif. Tujuan penelitian ini adalah untuk mengetahui bagaimana dampak krisis ekonomi terhadap kinerja usaha PT. Bank Rakyat Indonesia antara sebelum dan sesudah tahun 1998 yang diukur dengan rasio-rasio keuangan dan non keuangan dalam prespektif Balanced Scorecard. Metodologi penelitian ini menggunakan data sekunder yang diperoleh dari laporan keuangan publikasi PT. Bank Rakyat Indonesia periode tahun 1996 s/d tahun 2000, Corporate Plan BRI tahun 1994-2000, Bussines Plan BRI tahun 2000-2002, literatur-literatur, jurnal-jurnal, penelitian terdahulu dan majalah-majalah yang berhubungan dengan topik penelitian. Sebagai alat uji penelitian ini digunakan Wilcoxon's. Signed Ranks Test untuk menguji perbedaan partial antar vaniabel kinerja sebelum dan sesudah tahun 1998. Hasil pengujian hipotesis menunjukkan suatu kesimpulan bahwa 1). Secara simultan terdapat perbedaan yang signifikan terhadap rasio-rasio, Capital Adequacy Ratio (CAR), Kualitas Aktiva Produktif (KAP), Net Profit Margin (NPM), Return On Assets (ROA), Biaya Operasional terhadap Pendapatan Opersional (BOPO), Liquidity Ratio (LQR), Loan to Deposit Ratio (LDR), New Saving Customer Ratio (NSCR), Administrative Expens to Total Revenue (AETR), Network Growth Ratio (NGR), Training Expens to Total Employee (TEPE) dan Employee Trainee to Total Trainee (ETTE) dalam perspektif Balanced Scorecard antara tahun sebelum dan sesudah tahun 1998. 2). Secara partial tidak terdapat perbedaan yang signifikan dalam terhadap rasio SMS dan AETR dalam perspektif Balanced Scorecard antara tahun sebelum dan sesudah tahun 1998. Penurunan CAR, KAP, NPM, ROA, BOPO,LGR, LDR, NSCR, AETR, NGR, TEPE dan ETTE merupakan indikasi Inuit peningkatan permodalan kualitas kredit, kemampuan mendapatkan keuntungan, likwiditas, ekspansi kredit, peningkatan nasabah simpanan, peningkatan jaringan unit kerja, peningkatan sistem teknologi informasi dan peningkatan kopetensi pekerja harus lebih mendapatkan perhatian yang serius dari pihak manajemen, agar kinerja usaha PT.Bank Rakyat Indonesia tetap sehat dan tumbuh secara berkesinambungan. ABSTRACT The economy crisis that was begun since June 1997 by depreciating of Rupiah's exchange rate to US Dollar and reached its peak on June 1998, was the origin of huge problem for Indonesia and other Asia countries until now. The crisis initiated poor Indonesia Bank intermediary's performance, and even created negative bank's capital. The objective of this research is to understand impact of the economy crisis on PT BRI's performance before and after 1998 by measuring its financial ratios and non-financial ratios on Balanced Scorecard perspective. Many secondary data tapped by PT BRI Financial Report 1996-2000, BM Corporate Plan 1994-2000, BRI Business Plan 2000-2002, and other sources, were used on this research. The Wilcoxon Signed Range Test was applied to analyze fractional differences of several performance variables before and after 1998. The hypotheses test show that 1) There are simultaneously significant differences on Capital Adequacy Ratio (CAR,) Kualltas Aktiva Productif (KAP), Net Profit Margin (NPM), Return On Asstes (ROA), Biaya Operasional terhadap Pendapatan Operasional (BOPO), Loan to Deposit Ratio (1,DR), New Saving Customer Ratio (NSCR), Small & Medium Credit Ratio (SMCR), Network Growth Ratio (NGR), Training Expens to Payroll Expens (TEPE) and Employee Traine to Total Employee (ETTE) ratios between before and after 1998 on Balanced Scorecard perspective, 2) There are no partially significant differences on Saving Market Share (SMS) and Administrative Expens to Total Revenue (AETR) ratios between before and after 1998 on Balanced Scorecard perspective. The declines of CAR, KAP, ROA, NPM, BOPO, LQR, LDR, NSCR, AETR, NGR, ETTE, and TEPE ratios indicate that BRI management has to improve its Capital, Credit Quality, Liquidity, potential profitability, Credit Expansion, Depositor Growth, Network, information technology system, and worker competencies.
