Abstract
El propósito de esta investigación es estudiar la fusión de los municipios en la ciudad de Quebec y la creación. de la Comunidad Metropolitana de Quebec (Communauté Métropolitaine de Quebec). Este estudio de caso se enmarca dentro de un contexto más amplio, ya que la política de fusión de los municipios y la consolidación de estructuras supramunicipales no solo afectó a la ciudad de Quebec, sino que también se planificó para toda la provincia. Las reacciones contra la política de reorganización municipal y supramunicipal se pueden relacionar con el Parti Québécois que pierde las elecciones de 2003 y la aprobación de una ley por parte del Partido Liberal, que permite que los municipios fusionados se reconstituyan. Una vez más, podemos ver que los criterios racionales para mejorar la eficiencia y la gestión no son suficientes para explicar las políticas de las organizaciones locales en el marco de los procesos de descentralización.
