Food aid to fight hunger in developing countries is provided on a bilateral bases and by multilateral organisations. This paper examines the hypothesis that multilateral food aid is more effective than bilateral food aid. We measure donor performance under the premise that donations should reflect the needs of recipient countries and we compare the performance of the UN World Food Programme, the largest multilateral donor, with the performance of the four largest bilateral donors (USA, EU, Canada, Japan). According to our findings all donors can improve their allocation of food aid and adopt a more needs-oriented policy. There is no clear indication that multilateral donors perform better than bilateral donors.
