Durant l’été 2007, en rupture avec les pratiques diplomatiques menées depuis 2003, le gouvernement français promeut l’idée de sanctions contre l’Iran en dehors du Conseil de sécurité dans le cadre de sa politique de non-prolifération nucléaire. L’analyse cherche à rendre compte de cette évolution de la « position de la France » en examinant, à partir d’entretiens et d’archives, la configuration nationale où s’élabore cette politique de l’État. L’enquête identifie un clivage central au sein du Quai d’Orsay entre les diplomates responsables des relations bilatérales avec l’Iran et ceux en charge des questions atomiques. Ces derniers peuvent néanmoins compter sur l’institutionnalisation d’une « communauté non-prolifération » au sein et aux marges de l’appareil d’État pour constituer le programme nucléaire de l’Iran en « problème » et disqualifier les non-spécialistes. Ils bénéficient en plus de l’élection d’un chef de l’État qui tient à afficher sa proximité avec la politique américaine. L’analyse des alliances internationales dont bénéficient les acteurs étudiés nous conduit cependant à adopter un point de vue non décisionniste sur la politique étrangère.
