Les analyses classiques des régimes de retraite en termes de financement sont insuffisantes pour comprendre le décalage qui s'instaure entre le fonctionnement des institutions de protection sociale et les réalités qu'elles sont supposées gérer. Tout se passe comme si on voulait gérer des situations nouvelles avec des règles faites pour des situations anciennes et dépassées. Dans cette perspective, l'analyse du risque vieillesse est spécialement révélatrice. Gestion et réformes des retraites s'appuient sur l'idée ancienne qu'il y a coïncidence entre la fin de la vie professionnelle, l'obtention d'une pension et le début des handicaps liés au vieillissement alors qu'il n'en est plus rien. En amont des retraites se constitue un nouveau risque, celui de fin de carrière, entraînant un remodelage complet des diverses fonctions de la retraite et de la protection sociale. Ces transformations sont liées à l'évolution des carrières professionnelles, des temps sociaux et des âges de la vie dans une société de plus en plus pluriac-tive et longévitale.
