Abstract
Partant d'une analyse du rôle respectif du capital privé et de l'État dans le procès d'accumulation au Québec, l'auteur examine les positions idéologiques de 313 hauts dirigeants francophones et anglophones de l'administration publique québécoise, des sociétés d'État et de 28 grandes entreprises privées à l'égard de l'intervention de l'État. La trentaine de propositions utilisées pour cette analyse concernent les dépenses publiques, les fonctions traditionnelles de l'Etat libéral, les nouvelles régulations (environnement, santé-sécurité au travail, politiques linguistiques), les politiques de redistribution, les interventions dans les activités industrielles et les modes d'intervention de l'État. L'analyse de ces opinions qui indique une certaine unité dans le discours de ceux qui se trouvent à la tête des grandes bureaucraties publiques et privées, mais aussi des oppositions plus ou moins nuancées, illustre le caractère ambigu, notamment dans une société dépendante des programmes de réduction des dépenses publiques face à une définition du champ d'intervention et des limites de l'État par ce personnel dirigeant.
