Abstract
Cet article a pour but d’exposer, dans une perspective poststructuraliste, la façon dont les discours véhiculés par le dispositif de développement international ont fait allusion à la « paix » et à la « prospérité » pour endosser par la suite une préoccupation mondiale à l’égard de la sécurité, ce qui a fait de cette dernière un synonyme simplifié de l’idée de paix et un objectif primordial du dispositif. La démocratie devient dès lors un instrument au service de cet objectif et, dorénavant, les projets d’appui au développement local viseront la mise en place de modèles de citoyenneté préétablis qui installent la fonction de contrôle au coeur des pratiques du citoyen. Ainsi figé dans l’espace local, ce modèle de développement international ne parvient pas à prendre en compte la diversité culturelle et continue d’alimenter la marginalisation et la violence structurelles qui caractérisent la société péruvienne. L’assassinat du maire d’Ilave, dans le département de Puno, au Pérou, par sa propre population, objet de telles pratiques de développement, illustre la façon dont ce processus peut conduire à des situations extrêmes en tous points opposées à la recherche de la paix.
