Abstract
Malgré le caractère parfois participatif de l’élaboration des plans de gestion et des mesures de zonage, les Aires marines protégées sont rarement des exemples de mise en oeuvre réussie d’une gouvernance décentralisée des ressources naturelles, ainsi que le montrent les conflits récurrents entre organes de gestion et groupes sociaux. En tant qu’héritières des logiques topographiques de l’État, les AMP peinent, au même titre que leurs devancières terrestres, à s’adapter aux contextes socioéconomiques, écologiques et locaux, et engendrent souvent des inégalités. Malgré leur intention avouée d’une gestion décentralisée, les AMP d’Afrique de l’Ouest s’intègrent peu aux modalités locales d’exploitation des ressources, et notamment à la diversité et à la complexité des usages locaux, amputant du même coup la maîtrise du territoire par leurs résidents. Nous illustrons ce paradoxe dans le cas de l’Aire marine protégée du delta du Saloum au Sénégal.
