Addressing Aboriginal Land Rights in Ontario: An Analysis of Past Policies and Options for the Future - Part 1
Bibliographic record
Abstract
Part One of this paper, published separately in the Queen's Law Journal, described the nature and legal basis of aboriginal land claims in Ontario and historical barriers that impeded their resolution. This second part reviews the adequacy of existing federal and provincial negotiation processes for addressing aboriginal claims in Ontario. In light of the rising number and the age of unresolved claims within existing processes, the author proposes five criteria for measuring the effectiveness of claims resolution processes in Canada, and identifies practical options for the design of improvements to the current model. While reforms to Canadian land claims processes will require substantial investment, continued deferral of the rsolution of these claims will also have high costs in both financial and human terms.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one teacher head, not a consensus.
