Abstract
Alberta es una provincia que por su gran fortaleza económica ha venido incrementando notablemente su demanda de mano de obra, sobre todo dentro de los Programas de Trabajadores Temporales Extranjeros. Pero de igual forma, ha venido impulsando cambios favorables para la atracción de migrantes con altos niveles de cualificación. Michoacán en contraparte, sigue expulsando anualmente un número bastante considerable de migrantes que buscan oportunidades que no encuentran en sus entornos locales y se mantiene a la cabeza en recepción de remesas familiares, pero al mismo tiempo frente al endurecimiento incesante de las condiciones para la migración hacia Estados Unidos y los efectos de la más reciente crisis económica internacional, ha recibido también un alto número de michoacanos que retornan y buscan empleos que no se están generando en sus comunidades. Frente a las contrastantes realidades entre Alberta y Michoacán, se esconde la oportunidad potencial de la cooperación en diversas materias, incluyendo la migración. Y es que lo que prevalece entre las entidades subnacionales es la tónica general en la que tanto Canadá como México privilegian sus relaciones bilaterales con Estados Unidos en detrimento de un mayor acercamiento y cooperación entre sí.
