Abstract
O objetivo deste trabalho é o de caracterizar a qualidade do meio-ambiente como um bem econômico que tem as particularidades de um bem publico e de uma externalidade. A partir desta constatação, enuncia-se uma série de instrumentos corretivos que permitem obter a eficiência alocativa. A abordagem se refere aos problemas ambientais de uma forma geral, mas é centralizada sobre a qualidade da água. A seção II explicita os aspectos quantitativos e qualitativos do recurso água. Na seção seguinte se caracteriza uma externalidade e um bem público. Esta seção mostra que a qualidade da água apresenta estas características, as quais são fontes de falhas de mercado, como especificado na seção IV. Esta constatação conduz a enunciar na seção V os instrumentos destinados a corrigir tais falhas no quadro dos problemas de qualidade do meio-ambiente.
