Abstract
Georges-Émile Lapalme est à l’origine de la création du ministère des Affaires culturelles du Québec, en 1961. Ce type de structure ayant pour objectif le développement d’une politique culturelle d’ensemble pour le Québec constituait une première en Amérique du Nord où le modèle britannique du Arts Council ou celui des fondations privées américaines prévalaient. Le cheminement culturel personnel de Lapalme, ainsi que sa carrière politique expliquent la création de ce ministère inspiré du modèle français, mais également relié à la question de l’identité nationale au Québec. L’ambitieux projet du ministre dans divers secteurs de la culture s’est heurté en cours de route à des obstacles à la fois politiques et administratifs qui ont suscité sa désillusion à l’égard de l’action politique. il présente alors sa démission au premier ministre Jean Lesage, le 4 septembre 1964.
