Le sociologue n'est pas encore très familier avec la participation à l'administration publique. Après les brillants travaux de Tocqueville et Weber, les sociologues contemporains ont tardé à étudier les bureaucraties publiques. Ils entrent actuellement dans ce champ d'étude, mais d'une manière encore incohérente et fragmentaire. Si l'étude de la bureaucratie publique leur pose peu de défis intellectuels, la participation à la vie interne de la fonction publique leur en pose de plus sérieux. Mais c'est surtout la participation à l'exercice du pouvoir politique qui trouve le sociologue démuni. Le pouvoir s'exerce par l'intermédiaire d'une pratique normative pour laquelle le sociologue est peu préparé. Il lui manque en particulier une grille d'analyse systématique et critique du droit, pour ne pas se retrouver sans défense à la remorque des juristes et des autres administrateurs.
