Abstract
Résumé Depuis plus d’une décennie, le discours politique de l’Union européenne a proposé de mainstreaming children , « intégrer les enfants dans l’ensemble des politiques publiques ». Il existe deux voies différentes de mise en œuvre de ce concept, et bien que concurrentes, toutes deux sont portées par les acteurs communautaires. L’une s’appuie sur les appels à « l’intégration des droits des enfants » conformément à la Convention internationale des droits des enfants. Cette approche est principalement centrée sur les actions de lutte contre les discriminations et les relations extérieures. L’autre voie conduit à « l’intégration de la pauvreté des enfants » au sein du processus d’inclusion sociale. Le peu de contacts entre les deux groupes qui les promeuvent signifie un manque d’efforts pour faire progresser le bien-être des enfants.
