Il est d’usage de considérer John Grierson comme le « père de l’école documentaire britannique » et comme le premier à avoir nommé et défini cette catégorie cinématographique dans les années trente. Ce texte fait retour sur cette convention de l’histoire du cinéma en replaçant « l’idée documentaire » dans le contexte idéologique originel de la propagande d’État à laquelle John Grierson consacra successivement ses années d’études aux États-Unis et son engagement dans le giron de l’Empire britannique. Enfin, la fondation de l’Office national du film du Canada en 1939 et le destin de cette institution gouvernementale unique éclairent pertinemment le caractère paradoxal de sa conception singulière de l’art cinématographique entre soumission à la cause publique et exigence esthétique.
