Abstract
Naoki Inose a été élu gouverneur de Tokyo le 16 décembre 2012. Connu au Japon pour être un auteur prolifique touchant à de nombreux domaines, de la littérature à l’investigation en passant par l’économie ou la politique, Naoki Inose a structuré ses travaux autour d’un thème majeur : la modernité nippone, décrochant le prestigieux Prix Ôya en 1987 pour son œuvre Le Portrait du Mikado. En 1996, il se voit décerner le Prix des lecteurs du mensuel Bungei Shunju pour son essai Recherches sur le pays de Japon. Devenu conseiller du premier ministre Junichirō Koizumi en matière de réformes structurelles, il a été membre du Comité de privatisation des autoroutes nippones de 2002 jusqu’à la mise en œuvre de la réforme, à l’automne 2005. En 2006, il participe à la rédaction d’un rapport qui a servi pour la mise en œuvre de politiques décentralisatrices. En 2007, il est invité à prolonger ses réflexions en devenant membre du Comité des réformes de la décentralisation. Enfin, il a été nommé vice-gouverneur de Tōkyō en juin 2007.
