Résumé Les relations entre la politique de la ville et le travail social ont toujours été complexes, malgré une évidente proximité de leurs objectifs respectifs. Dès sa création et partant d’une critique des politiques sectorielles, la politique de la ville affirme l’approche territoriale comme mode de réponse à la complexité des questions sociales et s’appuie sur l’innovation dans les pratiques sociales pour transformer les politiques publiques de droit commun (politiques sociales, du logement, de l’éducatif, etc.). Pourtant, la rencontre entre ces deux politiques ne progresse que lentement : avec les « nouveaux acteurs » sociaux, les projets sociaux de territoire ou encore les projets de rénovation urbaine, la politique de la ville a du mal à mobiliser le droit commun des politiques sociales. Cette difficulté explique-t-elle aujourd’hui le retour vers une forme de culpabilisation des familles et de la pauvreté ?
