Abstract
The U.S. government historically has had broad authority to conduct foreign surveillance without a warrant to obtain information to protect against national security threats. However, the recent September 11, 2001 attacks have forced the government to recognize that threats to national security can and do occur from within the United States. Thus, on occasion, the President has sanctioned domestic surveillance.
