Bridging State and Civil Society? The Amphibious Nature of 'State Feminism' in Brazil

Abstract
Mobilizing the state for the implementation of public policies with a gender component can be a fruitful strategy to decrease gender inequality in a society. This is one of the main findings of the literature on state feminism. Women’s policy machineries – state agencies devoted to promoting women’s issues lead by the so-called femocrats – play a key role in this process. The idea is that the agitation from below, i.e. the pressure emanating from the organized women’s movement, generates actions from above, namely public policies that improve the unequal status of women. Implicit in this view, which is based on the experience of advanced capitalist democracies, is that there is a clear distinction between state and civil society, and that it is incumbent upon the latter to utilize the former with a view to attaining gender justice.
