Abstract
La complexité du système local en France se manifeste par la pluralité des acteurs institutionnels ou proches de leurs attentes, par la fragmentation des politiques et des territoires. Ces évolutions liées à l'économisme triomphant des années 1980, à l'utilitarisme gestionnaire des élus et au renforcement de la représentation politique contribuent à affaiblir la symbolique politique. La problématique des politiques publiques orientée vers l'action des élites, des groupes de pression ou des groupes corporatistes tend à banaliser les institutions et à écarter la réflexion sur une recomposition du champ politique. Face à la crise de l'État républicain, à la montée de l'individualisme et à des appartenances diverses, la notion d'espace public répond au besoin de révéler de nouvelles formes de médiation, de renouveler les approches élitistes en intégrant les conflits et l'action collective. Elle suppose une réflexion sur la gouvernabilité dans un système politique éclaté.
