Abstract
Dans le cadre de son analyse de la biopolitique, Michel Foucault avance que le développement de ce mode de contrôle sur la vie est contemporain de celui de l’utilitarisme et du libéralisme et qu’il a trouvé dans ces nouveaux cadres de la rationalité politique une caution théorique. Pour mettre en évidence la nature exacte des rapports entre biopolitique, utilitarisme et libéralisme, il est utile de s’intéresser à un épisode de l’histoire de la santé publique anglaise, à savoir la campagne pour l’abrogation des Contagious Diseases Acts à la fin des années 1860. On essaiera de montrer comment, dans les objections qu’il adresse à ces dispositions, l’utilitariste libéral John Stuart Mill a articulé motifs utilitaires et motifs libéraux quand s’est posée la question du rapport entre libertés individuelles et bien-être social.
