Abstract
With the increase in foreign direct investment by sovereign wealth funds (SWFs) and state-owned enterprises, countries such as Australia and Canada have reacted with new procedures in their investment review mechanisms to provide for more stringent review of government-controlled investors. What is this new phenomenon of state capitalism and how are sovereign wealth funds and state-owned enterprises investing in other countries? Should countries develop stringent foreign investment review mechanisms to protect their domestic interests from competition with these new forms of state capitalism? This commentary maintains that a better option would be for countries to work together with the IMF, World Bank and OECD and the SWFs to develop a code of conduct - a set of principles for SWFs to follow.
