Abstract
The commentary prepared by Dr. Blomqvist provides a logical discussion of the major counterarguments that may be raised in response to the points made in our paper. However, it is suggested that, while Blomqvist's comments raise a number of interesting points for discussion, they too readily discount the incentive effect that Emission Reduction Unit (ERU) sales in the international market would have on business closures. Further, he gives inadequate weight to the potential costs, monetary and otherwise, of ratifying the Protocol in its negotiated form and finally, disregards the potential for inequitable harm in favour of a save the world at any cost approach despite the relatively limited nature of the Protocol change needed to eliminate the danger.
