L’étude de la gestion des déchets post-catastrophe est récente dans la littérature scientifique comme chez les acteurs opérationnels de la gestion de crise. Cette activité semble pourtant essentielle pour la réponse immédiate à la crise (déblaiement des voies, des canalisations, etc.) comme pour les phases de récupération et de reconstruction. La gestion des déchets post-catastrophe permet en effet de stimuler une économie locale et d’engager un redémarrage économique, tout en offrant des matières secondaires à la reconstruction et à la vie quotidienne. Les observations présentées dans cet article résultent d’une analyse croisée entre les retours d’expériences internationaux sur les déchets produits par les catastrophes et le travail de terrain effectué à Port-au-Prince suite au séisme de 2010. Il est ainsi possible d’étudier les jeux d’acteurs de la gestion des déchets, les compétences et les moyens engagés par chacun, depuis la communauté internationale jusqu’au petit recycleur informel, en passant par les entreprises ou les pouvoirs publics. Cette diversité d’acteurs caractérise la gestion des déchets post-catastrophe à Haïti. La faiblesse de l’action publique y a laissé une place énorme à l’aide internationale, ayant des budgets très importants. Pour autant, on note que plus de la moitié des déchets ont été pris en charge par la société civile (dominée par le secteur informel) du recyclage et de la construction. Ce contraste entre les ambitions affichées des Nations Unies et la réalité d’une gestion locale et informelle des déchets post-catastrophe constitue la substance de cet article.
