Cet article décrit les origines et explique les dynamiques du développement des politiques sociales préventives et des approches d’intervention collective qui se pratiquent au Québec. Les principales formes de ces politiques varient en fonction de conditions qui les façonnent sans jamais les déterminer complètement. Les défis et les enjeux auxquels sont confrontés les gestionnaires et les praticiens ont un impact sur le sens même des politiques sociales préventives.
