Abstract
Cet article examine le fait que, lors de la lutte qui opposa, au cours des années 1960, les gouvernements du Canada et du Québec en matière d’affaires étrangères, les organisations non-gouvernementales ont saisi l’occasion de tirer profit de la rivalité des deux gouvernements pour le bien de leurs propres projets de coopération internationale. De 1963 à 1966, le Père Georges-Henri Lévesque s’est vu accorder des millions de dollars pour l’Université nationale du Rwanda qu’il dirigeait, en exploitant la crainte du gouvernement canadien qu’un manque de générosité de sa part saperait la crédibilité du fédéral chez les Québécois et contribuerait ainsi à promouvoir les revendications internationales du gouvernement du Québec.
