Abstract
Hector Perrier a été nommé secrétaire de la Province de Québec dans le cabinet libéral du premier ministre Adélard Godbout. Durant son mandat qui coïncide avec la période de la seconde guerre mondiale, il a poursuivi la politique culturelle instaurée par son prédécesseur, Athanase David, de 1919 à 1936. Ses principales contributions dans ce domaine ont été la création, en 1942, du Conservatoire de musique de la province de Québec, localisé à Montréal et à Québec, ainsi que l’achat par le gouvernement de la Bibliothèque Saint-Sulpice à Montréal et sa réouverture au public. Par ailleurs, il a marqué le débat politique de son époque en faisant adopter une loi de l’instruction obligatoire en 1943, après s’être assuré de l’appui majoritaire des membres du Comité catholique du Conseil de l’Instruction publique, incluant au premier chef, le cardinal Rodrigue Villeneuve, archevêque de Québec.
