Abstract
Résumé Cet article retrace les changements qui ont conduit à l’émergence de télécommunications globales et d’une gouvernance globale de ce secteur dans les années 90. En analysant cette nouvelle gouvernance, nous soulignerons les défis et les enjeux de régulation qui en découlent. Le secteur des télécommunications constitue un cas intéressant pour saisir l’économie politique internationale à l’ère de la globalisation économique. Si les télécommunications ne sont pas « organisées » par la main invisible du marché, il est intéressant de voir toute l’emprise et le pouvoir structurant des États-Unis et des FMN qui façonnent de nouvelles règles du jeu et l’avenir de la société globale de l’information et qui, malgré les lacunes et les failles du modèle concurrentiel, continuent à le défendre.
