Abstract
Nos toca escribir este artículo en momentos en que el proyecto denominado Mercado Común del Sur -MERCOSUR- se encuentra, una vez más, en una encrucijada. En efecto, hace pocos días se ha celebrado una nueva Cumbre de Jefes de Estado y de Gobierno de las Américas. en Quebec, Canadá, en la que a sido establecido un proceso de negociación con fechas concretas de inicio, culminación, firma y entrada en vigencia de un eventual acuerdo para la constitución de un área de libre comercio continental. Dicha C:umhre viene a celebrarse apenas unos días después de cumplirse diez años de la firma del Tratado de Asunción que dio origen al MERCOSUR No se piense que éste es un hecho meramente coyuntural que sólo merece mención en estas páginas por la aludida concomitancia temporal. Más allá de ello, el proyecto ALCA ha servido para poner a prueba la identidad del MERCOSUR como pocas cuestiones acaecidas en los últimos diez años.
